Condition Improvement Fund (CIF)

The Condition Improvement Fund (CIF) is an annual capital funding initiative by the DfE aimed at supporting eligible academies, sixth-form colleges, and voluntary-aided (VA) schools in England. The primary objective of CIF is to ensure that educational facilities are safe, structurally sound, and conducive to learning by addressing significant building condition needs, including health and safety issues, building compliance, and poor conditions. Additionally, CIF supports a limited number of expansion projects for institutions demonstrating a clear requirement for growth.

Types of Projects Funded by CIF

CIF funds three main categories of projects:

  • Condition Projects: These projects focus on addressing significant condition needs of existing school buildings without expanding their Gross Internal Floor Area (GIFA). The goal is to rectify issues that could impact the safety and functionality of the facilities.
  • Condition with Expansion Projects: These projects address critical condition needs while permitting an expansion of up to 10% of the GIFA when necessary. This category is suitable for institutions requiring minor expansions alongside essential repairs.
  • Expansion Projects: Aimed at creating additional school places or addressing overcrowding, these projects involve expansions exceeding 10% of the GIFA or adding essential functional areas. Applicants must demonstrate high performance and a clear need for expansion.

Eligibility Criteria for CIF 2026-2027

To be eligible for CIF 2026–2027, institutions must have met the eligibility criteria by 1 September 2025. Eligible applicants include:

  • Stand-alone academies
  • Multi-academy trusts (MATs) with fewer than five schools or fewer than 3,000 pupils, based on the spring 2025 census or the 2024–2025 ILR
  • VA schools in a VA body or group with fewer than 5 schools or fewer than 3,000 pupils, based on the same data sources
  • Sixth-form colleges
  • Schools with a signed academy order as of 1st September 2025, expected to convert to a CIF-eligible responsible body by 1st April 2026

Please note: Schools part of larger bodies receiving a School Condition Allocation (SCA) are generally not eligible for CIF.

Please note: Schools may submit up to two projects per round, but only one can be an expansion project.

Data Requirements for a Strong CIF Application

A robust CIF application must be supported by comprehensive, independent data demonstrating the project’s necessity. Essential components include:

  • Condition Data: Independent building condition survey reports that identify key areas requiring improvement. These surveys provide objective evidence of the existing issues and the urgency of addressing them. Applicants must evidence the process for procuring and appointing technical advisers (as required in the 2026–27 guidance).
  • School Capacity Data: Information on current and projected pupil numbers, detailing how the project aligns with Building Bulletin 103 (BB103) or BB104 guidelines. This data helps justify the need for expansion or modification based on enrolment trends.
  • Net Capacity Assessment: An analysis demonstrating how the proposed project will impact the school’s capacity to accommodate students, ensuring that the institution can meet future demands effectively.
